On June 7, the New York State Senate voted 52-7 in favor of the National Popular Vote (NPV) plan, with landslide majorities of Senators from both major parties backing reform. On June 2, the Massachusetts House voted 114-35 in favor of NPV.

IRV Upheld by Federal Court

On April 16, Federal District Court Judge Richard Seeborg upheld the constitutionality of San Francisco’s instant runoff voting system, the first time a federal court has reviewed IRV. San Francisco has used IRV every November since 2004 with machines that allow voters to rank up to three candidates. Judge Seeborg rejected arguments that not allowing voters to rank all candidates violates the Constitution and explained why jurisdictions might prefer it to traditional winner-take-all systems. Other California cities moving forward with IRV elections this year include Berkeley, Oakland and San Leandro.

Port Chester Will Use New Voting System

On June 15th, 2010 the Village of Port Chester, New York will become the first community in the state to elect its’ representative body through a semi-proportional system of elections known as “cumulative voting”. The village’s six seat Board of Trustees, as in the past, will be elected through an at-large election. Through cumulative voting, voters continue to have the same number of votes as seats, but will now have the freedom to distribute their votes as they please, including casting more than one vote for a favorite candidate.
