New York City Council set to implement innovative voter registration plan

This June, New York City will become the first major metropolis in the United States to require high school seniors to receive a voter registration application along with their diplomas on graduation day.

Current voter registration drives do not yield 100% voter registration. Instead nearly 30% of the voting age population remains unregistered and is effectively shut out of the political process.
