National Popular Vote plan clears second chamber of 2009

National Popular Vote passed the Arkansas house today, 53-46. Earlier this month it passed the house in New Mexico. it's moving well in several other states.

It's three years and two days since the NPV plan was unveiled at a news conference with the leadership of National Popular Vote Common Cause and FairVote on hand with former Sen. Birch Bayh and former Congressman John Anderson. Its progress truly is remarkable.
