Delaware signs youth voter preregistration into law
On September 8, Delaware governor Jack A. Markell signed into law a bill allowing 16-year-olds to preregister to vote. The passage of the law makes Delaware the sixth state (plus the District of Columbia) to adopt youth preregistration reforms aimed at engaging young citizens in the political process.

A charter commission in New York City is seriously considering a November ballot measure on adoption of instant runoff voting, with backing from a range of New York leaders. A charter commission in Portland, the biggest city in Maine, has made its final recommendation for a November ballot measure to amend its charter to elect its mayor directly with IRV.

Port Chester Elections Draw National Attention

On June 15th, the Village of Port Chester (NY) held New York's first-ever election with cumulative voting. Turning out in sharply higher numbers than recent Village elections, voters elected all six trustees on Port Chester's governing body. Winners reflected the Village's diversity by such measures as party (two Republicans, two Democrats and two non major-party candidates) and race/ethnicity (first African American and Latino candidates ever to win in trustee elections).

On June 8th, the Village of Port Chester (NY) started early voting in New York's first-ever election with cumulative voting and first with in-person early voting. All six trustees on Port Chester's governing body will be elected, with Election Day on June 15. FairVote has supervised the Village's ambitious bi-lingual voter education campaign.
