Congress Debates Election Results

During debate over the certification of the 2004 presidential election results in the House and Senate, members of congress rose to underscore the necessity of universal election administration and voter protection.

Rep. Jesse Jackson Jr proclaimed, "We need to build our democracy and our voting system on a rock, the rock of adding a Voting Rights Amendment to the U.S. Constitution that applies to all states and all citizens."

The debate was triggered by the duel objections of Rep. Stephanie Tubbs-Jones (OH) and Sen. Barbara Boxer (CA). The objection did not explicitly challenge the outcome of the election, but rather widespread inconsistencies and disenfranchisement.
